5th ARF Meeting of Heads of Defense Universities, Colleges and Institutions(Held in August 2001)
The National Institute for Defense Studies (NIDS) of Japan hosted the 5th ARF Meeting of Heads of Defense Universities, Colleges and Institutions at Hotel New Otani Tokyo from August 28th to 30th. The meeting aims to provide the opportunity for the senior leadership of defense universities/colleges and equivalent institutions from the member countries/regions of the ASEAN Regional Forum: to discuss regional security issues and way to conduct research and education exchanges; and to contribute to the promotion of trust within the region. The meeting is known as one of the few ARF meetings whose participants are mainly from defense establishments. Since the first meeting in the Philippines in 1997, meetings have been held annually in the different countries such as Republic of Korea (second), Mongolia (third) and China (forth).
The NIDS started preparing for the fifth Japan meeting after the third in Mongolia. Japan proposed to host the meeting at the Beijing meeting, where participants expressed their support for Japan’s offer, and it was officially acknowledged at the ARF ministerial meeting in Hanoi, held in July 2002. The Japan meeting was attended by 44 delegates, representing defense universities, military academies and defense research institutes from the 20 member countries/regions out of the total of 23 members. It was the first time that all the delegates attended the meeting from their home country.
The meeting consisted of four sessions, three presentations and discussions and a chairman’s summary. The three sessions included Session I "New Roles of the Armed Forces", Session II "Changes in the Focus of Education at the National Defense Universities/Colleges/Institutions, and Problems Facing Them" and Session III "The Possibility of International Cooperation among Defense Universities/Colleges/Institutions, and How International Cooperation Should be Pursued."
